A pavilion at the British Empire Exhibition is desirous of employing certain native artisans who are being brought to this country for the purpose of the Exhibition and will be returned to Hong Kong on its conclusion. The Commissioner for Hong Kong, E. E. Hallifax, C.B.E. (Secretary for Chinese Affairs to the Hong Kong Govt.) who is in charge of matters relating to the Exhibition, has enquired whether it is necessary for them to be insured under the National Insurance Acts in view of the fact that they are paid through the Hong Kong Govt. and are only temporarily in this country, and I am to request that you will inform me what the exact position is as early as possible.
